Worker financing program

 The Green Line Workers Financing Program "Bader" 

 About the program: 

The program aims to provide funding for workers to establish their own projects or develop their existing projects as an alternative to waiting for job opportunities to return after the end of the war, and to contribute to reducing unemployment rates, thus creating new job opportunities, in addition to following up on these projects, monitoring their success levels, helping them to develop, and providing appropriate incentives for successful projects in a future stage.

 Program size: 

A financing program with a value of 40 million shekels, where the first phase has been completed with a value of 30 million shekels, so that the total amount allocated by the Monetary Authority to the Bader program is 70 million shekels.

 Program features: 

  • Grant currency: Shekel.
  • Financing ceiling: 60 thousand shekels.
  • Repayment period: 4 years, including a grace period of 6 months.
  • Without any interest or commissions.

 Conditions for obtaining financing: 

  • The applicant must be a Palestinian ID holder and a resident of Palestine.
  • The applicant must be between 22 and 65 years of age.
  • A minimum of 10% of the program is allocated to women and youth.
  • The applicant must not be receiving a salary from the Palestinian Authority's public treasury, as recorded by the Ministry of Finance or the Military Finance Department.
  • The applicant must have an entrepreneurial idea (a new project) or an existing small or micro-enterprise.
  • If the project is existing, proof of the client's activity must be provided, such as registration with official bodies or proof of activity from a village council/municipality, etc.
  • Certificates of experience from municipal or village councils, or professional or academic degrees in the project's field of activity, are accepted.
  • The bank must be provided with proof that the loan is being used for its intended purpose.
  • Applicants may not apply for more than one loan for the same project.
  • The applicant's and/or project's credit rating must be acceptable.
  • The applicant must not have benefited from any previous sustainability projects within the last two years. Projects related to tobacco production and trade, the promotion of gambling, lotteries, and the like, as well as any projects that have a direct negative impact on society, are excluded from funding.

 Program sectors: 

All workers in the West Bank, whether in the West Bank or in the settlements, or their families, or those who have lost their jobs, with the aim of establishing their production projects or developing their existing projects.

 Application submission mechanism: 

  • Create an account on the platform, then fill out the financing application.
  • Applications are received electronically through the Manshati platform, and the Ministry of Labor offices can assist applicants in filling out applications through the platform.
