أطلق رئيس الوزراء د. محمد مصطفى ومحافظ سلطة النقد د. فراس ملحم، برنامج "بادر" لتمويل العمال داخل الخط الأخضر المحرومين من الوصول إلى أماكن عملهم، وذلك في فعالية أقيمت، اليوم الإثنين، في مقر سلطة النقد، بهدف تشجيع العمال على بدء مشاريع إنتاجية جديدة أو تطوير مشاريعهم القائمة لتمكنيهم اقتصاديا في ظل الظروف الراهنة. أكد رئيس الوزراء على اهمية البرنامج الجديد في تخفيف المعاناة الهائلة التي يتعرض لها العمال الذين توقفت مصادر دخلهم للشهر العاشر على التوالي، ولفت إلى أن هذا البرنامج والبرامج التمويلية الأخرى تساهم في التمكين الاقتصادي وتوسيع القاعدة الإنتاجية، في ظروف بالغة الصعوبة والتعقيد تواجه القضية الفلسطينية برمتها. وأوضح في كلمته أن القرصنة الظالمة للعائدات الضريبية الفلسطينية، ساهمت في مفاقمة المعاناة، وحدّت من قدرة الحكومة على الاستجابة الفورية للأزمات التي أفرزتها الحرب، الأمر الذي يتطلب من كلّ الأطراف ذات العلاقة التفكير الخلّاق بمسارات تعزز صمود الناس وتحمي كرامتهم. وعبر رئيس الوزراء عن اعتزازه بالجهاز المصرفي الذي أثبت رغم الدمار لمقدراته في قطاع غزة ورغم الصدمات الاقتصادية المتتالية، قوته ومتانته وملاءته المالية، وأشار إلى أن الحكومة تحترم استقلالية سلطة النقد وانها لن تتدخل في القرارات التي تتخذها في اطار حفاظها على الاستقرار المالي وحماية أموال المودعين وحقوق المستهلكين. بدوره أوضح د. ملحم في كلمته خلال فعالية الإطلاق أن البرنامج جاء بمبادرة من سلطة النقد وبالشراكة مع مشروع تصدير ووزارة العمل ويمنح بموجبه العامل الذي تنطبق عليه المعايير قرضا سقفه 60 ألف شيقل، دون أية فوائد أو عمولات، مع فترة سداد ميسرة مدتها 4 سنوات، وفترة سماح تمتد لـ 6 أشهر، وأشار إلى أن البرنامج التمويلي يشترط أن يكون المتقدم صاحب فكرة لمشروع اقتصادي، أو أن يمتلك مشروعا قائما صغيراً أو متناهي الصغر، وأن يكون الغرض من القرض تمويل رأس المال العامل، أو تمويل المصاريف التشغيلية بما يحقق غايات المشروع. وأكد د. ملحم أن البرنامج التمويلي يراعي الظروف التي مرّ بها العمال خلال الشهور التسعة الماضية، وأثرها على تصنيفاتهم الائتمانية، ويحقق العدالة في الوصول إلى مصادر التمويل ويشترط ألا يكون المتقدم قد استفاد من أية مشاريع استدامة السابقة خلال العامين الأخيرين. من جانبه قال مدير التنمية في القنصلية البريطانية العامة في القدس بيلي ستيوارت: "إنه لمن دواعي سرورنا أن نكون شركاء إلى جانب سلطة النقد الفلسطينية ووزارة العمل في إنشاء آلية الائتمان المبتكرة، التي ستقدم التمويل اللازم الذي يحتاجه العمال الفلسطينيون الذين فقدوا مصادر رزقهم داخل الخط الأخضر". وأشار إلى أن آلية القرض ستساعد في تأسيس مشاريع إنتاجية جديدة من شأنها خلق فرص عمل جديدة للكثيرين. وقال نسيم نور، رئيس فريق برنامج تصدير، ان برنامج الإقراض "بادر" يندرج تحت استراتيجية برنامج تصدير وتدخلاته لتعزيز الاقتصاد الوطني الفلسطيني وتخفيف البطالة، حيث سيمكن المئات من العاطلين عن العمل من تطوير منشآت صغيرة في مجال الزراعة والقطاعات المنتجة من خلال قروض بنكية بفائدة ورسوم صفرية يقوم برنامج تصدير بتغطيتها. وبدورها أكدت وزيرة العمل د. ايناس العطاري، في أملها أن يساهم برنامج "بادر" بخلق 500 مشروع انتاجي جديدة، وأن يدعم مئات من المشاريع القائمة التي يمتلكها العمال، الأمر الذي يسهم في دفع عجلة الاقتصاد رغم الظروف الصعبة الحالية، ويصف في نهاية المطاف بالانفكاك الاقتصادي. وأشارت إلى كافة مديريات وزارة العمل في المحافظات الشمالية على أتم الاستعداد لمساعدة عمال الخط الأخضر الراغبين بالتسجيل في منصة "منشأتي" من أجل الاستفادة من القروض المعفاة من الفوائد والعمولات. ويستهدف البرنامج التمويلي الجديد العمال داخل الخط الأخضر المنظمين بشكل رسمي والذين تم تسريحهم قسراً من أماكن عملهم (من حملة التصاريح سارية المفعول قبل تشرين الأول/ أكتوبر 2023). وستبدأ البنوك الشريكة في البرنامج باستقبال طلبات العمال الراغبين بالاستفادة من البرنامج اعتبارا من اليوم من خلال إضافة البيانات المطلوبة إلى تطبيق "منشأتي" على الهواتف الذكية، أو زيارة الموقع الإلكتروني للمنصة
Ramallah - The PMA, through the "Monshati" platform in partnership with the Ma'an Development Center, has launched the "Stand Together" initiative to assist project owners affected by the political and economic crisis, in dealing with the exceptional circumstances the country has been facing for the fourth consecutive month. The initiative aims to strengthen commercial ties for micro, very small, small, and medium enterprises, targeting sectors such as food industries, handicrafts, and agricultural projects in Ramallah, Jericho, and Jenin. This initiative will be implemented in collaboration with the Ministry of Labor, Ministry of Economy, Federation of Chamber of Commerce, several chambers of commerce, municipalities, and the customs authority. It's one of three initiatives launched with partners of "Monshati," including the Hebron Chamber of Commerce and Industry in cooperation with the Polytechnic University of Hebron, Palestinian Agricultural Relief, and the Ma'an Development Center. During the launch of the initiative, the representative of the PMA, Mr. Mahmoud Barhoum, emphasized the ongoing interest of the PMA in supporting and developing economic projects of all types and sizes by facilitating their access to financing sources and providing technical support. He explained that over the past three years, the "Monshati" platform has been the primary national framework for providing guidance, and technical and administrative support to enterprises, facilitating their access to financing sources through a wide network of partners in both the public and private sectors. Barhoum also noted that last month, the PMA launched the Estidama Fund + to help and support various sectors in recovering from the political and economic crisis, focusing on healthcare, clean energy, and agriculture. So far, about 3,000 enterprises have benefited from the Estidama Fund +, with a total of USD 160 million. On her part, the representative of Ma'an Development Center, Ms. Ghada Al-Qadoumi, emphasized the importance of the initiative and its intended objectives, explaining that it represents a vital step towards enhancing the readiness of micro, very small, small, and medium-sized enterprises affected in the targeted governorates to maintain their resilience in the face of economic and social challenges, aiming to support and strengthen the resilience of Palestinian families amidst the current political circumstances and challenges. Al-Qadoumi highlighted the importance of enhancing the capacity to use effective marketing tools to deepen their connection with customers, focusing efforts on expanding the reach of these enterprises in local markets by strengthening commercial ties and enhancing communication with local customers. As part of a sustainable marketing strategy, the initiative intends to conduct targeted awareness campaigns for customers in the local market through short educational and awareness videos targeting end customers about the importance of supporting local products. In addition, it plans to design digital catalogs and informational infographics for local enterprises and improve packaging labels to enhance the attractiveness and awareness of local products in local markets and achieve sustainable business success.
The Chamber of Commerce and Industry of Bethlehem Governorate, in partnership with the National Framework for Supporting and Developing MSMEs "Monshati" and the Legal Clinic at An-Najah University, held a meeting on the legal regulation of employment contracts and employers' responsibilities towards workers. Dr. Naeem Salama, the legal advisor to the Federation of Palestinian Chambers of Commerce, Industry, and Agriculture, and a law professor at An-Najah University, presented a summary of the importance of the legal regulation of employment contracts, their types, durations, and reasons that prompt employers to terminate these contracts. The discussion also covered workers' rights, end-of-service benefits, working conditions, leaves, etc. In addition, he addressed the importance of implementing occupational health and safety regulations in all enterprises, stressing the necessity of taking all personal protection and preventive measures for workers against occupational hazards. He also highlighted that having instructions and a list of penalties certified by the Ministry of Labor and occupational safety and health supervisors is crucial. The meeting included numerous questions, inquiries, and contributions from company owners, reflecting their awareness and interest in the topic. It was agreed to follow up and hold further meetings on this matter.
The legal clinic at the Chamber of Commerce and Industry in Nablus held a legal meeting on Tuesday, August 29, 2023, entitled "Company and Individual Registration, Trade Name, and Commercial Contracts" in the Nablus Governorate. Dr. Ghassan Khaled conducted the legal session, attended by a group of merchants and companies listed in the chamber's records, in addition to a group of lawyers and law students. The legal session discussed intellectual property and related topics such as trade names, trademarks, fees, and industrial designs, and was followed by a discussion among merchants and project owners about company registration. Dr. Ghassan Khaled clarified the role of each company, its capital, and its characteristics, leading to the discussion of Law No. 42 of 2021 regarding companies. Subsequently, the discussion moved to commercial addresses and trade names, comparing their roles, legal protection, selection methods, and the extent of their mandatory presence.

During his speech at the launch event, Dr. Milhem expressed his satisfaction with the partnership with the Palestinian Employment Fund in launching this program, which is dedicated to entrepreneurial ideas and small and micro-enterprises owned, managed, or desired to be established by women, persons with disabilities, graduates of vocational and technical education and training. Dr. Milhem emphasized the PMA's commitment to supporting projects of various forms and facilitating their access to financing sources. He explained that the launch of the "Start Now" program comes as part of the PMA's efforts and strategy to provide new financing programs for various economic sectors. He noted that within the framework of efforts to achieve sustainable economic development and improve living standards, the PMA works to meet the needs of small, micro, and medium-sized enterprises and to transfer them from the informal to the formal market. He also highlighted the role of the "Estidama" fund in supporting approximately 2800 projects so far, with a financial coverage of about USD 150 million, as well as enhancing the capacities of project owners through training and consultations provided by the "Monshati" platform to facilitate their access to financing sources. In his remarks, Dr. Abu Jish, the Minister of Labor and Chairman of the Board of Directors of the Palestinian Employment Fund, explained that the "Start Now" program is a continuation of an integrated series of financing projects and technical activities that have been and are still being implemented through the "Start-up Palestine" program executed by the Fund nationwide since 2016, funded by the Italian Agency for Development Cooperation (AICS). He stated that the program has provided funding for more than 3500 beneficiaries, created over 5000 job opportunities, and provided technical support to more than 2500 individuals. Dr. Abu Jish emphasized the importance of cooperation between various institutions and the establishment of partnerships to achieve integration of efforts and support the role of the Palestinian Employment Fund in achieving the objectives of the strategic plan and the national employment plan, aimed at reducing unemployment rates, alleviating poverty, and overcoming the dominance of the occupation, which seeks to destroy the Palestinian economy. He stressed that financing projects represent a constructive intervention to support the trend towards self-employment and entrepreneurship, which is considered the optimal solution for several problems in Palestine, particularly unemployment resulting from the occupation's tight control over our various resources. Dr. Abu Jish further explained that the Palestinian Employment Fund and the Ministry of Labor attach great importance to marginalized and disadvantaged groups, which have been taken into consideration in the program launched today, targeting entrepreneurs and project owners from women, persons with disabilities, and graduates of vocational and technical training centres, to assist them in establishing their own projects or developing their existing ones. It is worth mentioning that the participating banks in the program are Quds Bank, Bank of Palestine, Arab Islamic Bank, Housing Bank, Safa Bank, and Jordan Ahli Bank, under the terms and features of the program. Application for financing is made through the "Monshati" platform and the Ministry of Labor offices spread across various provinces.

The objective is to enable them to keep pace with the rapidly changing requirements and needs of the local and global labor market. It covered the phases of registering and licensing projects through the Palestinian Ministry of National Economy, in addition to the incentives provided by the Ministry to encourage them. برعاية ومشاركة محافظ سلطة النقد الدكتور فراس ملحم، افتتحت الجمعية الفلسطينية لصاحبات الأعمال "أصالة" في رام الله، معرضها السنوي "يدنا لك ويدك حياة" تحت شعار "من كل الوطن، نساؤنا يصنعن ويحاورن" بمشاركة رئيس مجلس إدارة جمعية "أصالة" السيدة نسرين حنبلي، والمديرة التنفيذية للجمعية السيدة رجاء رنتيسي، وبنك فلسطين، وشركة أوريدو، وشركة aba للخدمات الرقمية والذكية، ومجموعة رؤيا الإعلامية وإذاعة نساء اف ام. وفي كلمته بافتتاح المعرض، هنأ محافظ سلطة النقد جمعية أصالة، بتنظيم معرضها السنوي، مؤكداً على الشراكة الاستراتيجية مع جمعية أصالة، بهدف تمكين النساء وتعزيز دورهم الاقتصادي للخروج من دائرة الفقر، وكذلك تمكينهن من إحداث التغيير في مجتمعاتهن ودمجهن في سوق العمل، وذلك عبر تمكينهن من الوصول إلى الخدمات المالية واستخدامها بما يتلاءم مع احتياجاتهن. وقال المحافظ إن أحد أهم الأهداف الاستراتيجية التي تعمل سلطة النقد على تحقيقها هي الشمول المالي، جنباً إلى جنب مع ضمان سلامة واستقرار الجهاز المصرفي، وتشجيع النمو الاقتصادي، والوصول إلى كافة فئات المجتمع وبالذات تمكين المرأة اقتصادياً، مشيراً إلى حرص سلطة النقد على تسهيل وصول المشروعات المتناهية الصغر والصغيرة والمتوسطة التي تقودها النساء إلى التمويل عبر عدة قنوات وأهمها صندوق استدامة إذ وصلت نسبة المستفيدات من برنامج القروض متناهية الصغر بفائدة صفرية إلى 21% من أصل 1,523 مستفيداً، مشجعاً على الاستفادة من منصة "منشأتي"، ومشيراً إلى أن 36.5% من المتواصلين مع المنصة هن نساء. وبيّن المحافظ أن سلطة النقد تعمل بالتعاون مع الشركاء، وبعد الانتهاء من اعتماد التعريف الموحد للمنشآت، على المساهمة في تسهيل عملية تسجيل المنشآت التي تقودها النساء، وترخيص الأعمال التجارية من المنزل لما فيه من فائدة على شريحة واسعة من النساء ممن يدرن مشاريع مدرة للدخل من منازلهن، وتبني حوافز وإعفاءات تسهل عمليات التحول للقطاع الرسمي بالتعاون مع شركائنا. وتشارك سلطة النقد في المعرض بركن يتم من خلاله عرض مواد توعوية متعلقة بالشمول المالي ومنشأتي وبرنامج استدامة. جدير بالذكر أن المعرض يمتد على مدار يومين، ويحتوي على منتجات صنعت بأيد نسوية مبدعة، من القدس والضفة والقطاع والداخل الفلسطيني، ويتخلله حواريات وقصص نجاح لرياديات، وعرض لبعض القطع المطرزة، وفقرات ترفيهية للأطفال.
نظّمتها منصة منشأتي بالتعاون مع بنك فلسطين نظّمت منصة منشأتي التي تديرها سلطة النقد وبالتعاون مع بنك فلسطين سلسلة تدريبات بعنوان "التوعية المصرفية ودارسة الجدوى وحلول الدفع الإلكتروني". وشارك في التدريبات، التي تم عقدها في كل من محافظة جنين وبيت لحم وغزة، عدد من أصحاب وصاحبات المشاريع المتوسطة والصغيرة ومتناهية الصغر. وهدفت التدريبات إلى تعريف أصحاب المشاريع بكيفية تطوير مشاريعهم وزيادة فاعليتها وإنتاجيتها من خلال اتباع الأساليب والتقنيات الحديثة في إدارة المشاريع والتي من أبرزها بناء دارسة الجدوى للمشروع، وكيفية الحصول على التمويل المناسب، واستخدام حلول الدفع الإلكتروني وتوظيفها في إتمام المعاملات المالية والتسويق الإلكتروني لمنتجات المشروع، والميزات التي سيحصلون عليها من استخدام هذه الحلول وفي مقدمتها توفير الوقت والجهد والسرعة والأمان. يشار إلى أن منصة منشأتي تعد الإطار الوطني والعنوان الأول لتقديم خدمات الإرشاد والدعم الفني والإداري المتخصص، وتسهيل الوصول لمصادر التمويل المتاحة لإسناد وتطوير المنشآت متناهية الصغر والصغيرة جداً والصغيرة والمتوسطة، وذلك لتطوير أعمالها من خلال تكاتف الجهود الوطنية وخلق شبكة واسعة من الشركاء في القطاعين العام والخاص المهتمين بتنمية هذه المنشآت.
A series of free e-training courses were launched through Monshati Platform (www.monshati.ps), with the aim of supporting business owners in developing their knowledge, skills, and financial and administrative capabilities. This is in addition to enabling them to keep up with the demands and needs of the global and local labor market. These e-training courses tackle 25 topics to build the skills of business owners on how to manage businesses and prepare economic feasibility studies, financial, administrative, and marketing plans, as well as legal requirements for micro, small and medium enterprises. These training courses were created in the form of interactive videos prepared by specialized Palestinian trainers under the supervision of the Palestine Monetary Authority (PMA) and in cooperation with the Palestinian Banking Institute. These trainers have specialized expertise in various fields, which enriches the platform with local expertise. The participants of these e-training courses through Monshati Platform can receive an e-certificate after passing the exam of the training course. This is to ensure gaining the desired benefit and to motivate the trainees to participate. Monshati Platform, managed by the PMA in cooperation with partners, is the first electronic platform in Palestine to provide quality services to support the financial and administrative capabilities of the entrepreneurs of micro, small and medium enterprises. It enables them as well to access sources of financing by applying for financing for their businesses online, including applying for financing from the Sustainability Fund that is allocated for this important group. The Platform also provides a help corner that allows entrepreneurs to seek assistance online by filling out an application and identifying problems they face in their businesses. These problems are sent to the helpdesks of Monshati in the Chambers of Commerce in (Hebron, Bethlehem, Nablus, Jericho, and Central Gaza). They are addressed by experts and specialists. Further, the Platform allows booking online appointments with representatives of Monshati Offices in the Chambers of Commerce for advice and assistance.
On Saturday afternoon, April 16, 2022, the Nablus Chamber of Commerce and Industry concluded, a training course on "Entrepreneurship and Digital Marketing," in the presence of the Chamber's chairman, Mr. Omar Hashem, and members of the Chamber's Board of Directors, Mr. Yassin Dweikat, Mr. Tayel Al-Hawari, and Mr. Bashir Hannini, as well as the course trainers Ms. Nisreen Swaydan and Ms. Heba Masri, and the participants in the course, along with Monshati team member Engineer Diaa Qadomi. The course was part of the specialized training programs and consultations organized by the Assistance Unit (Monshati) in the Chamber, aiming to provide female owners of SMEs from various sectors with experiences, knowledge, and practical applications, and to equip them with the necessary skills in the field of entrepreneurship, entrepreneurial personality traits, preparation of small project plans and financial budgets, as well as in the field of digital marketing, correct methods of reaching the audience, managing online pages, and effective advertising financing. In his speech on the occasion, the Chamber's chairman, Mr. Omar Hashem, expressed his gratitude to the participants, congratulating them on completing the course, and thanked the trainers. He stated that the training course comes within the framework of the Chamber's and the Assistance Unit's (Monshati) efforts to increase the efficiency of female entrepreneurs and small emerging economic projects, particularly in entrepreneurship and marketing, considering training courses as one of the mechanisms to acquire new knowledge. It aimed to provide participants from economic enterprises in the chemical industries sector with the expertise, knowledge, and skills necessary for managing the product lifecycle, developing products, testing their effectiveness, assessing market needs, conducting feasibility studies, and marketing products. The course lasted for 10 training hours, and follow-up visits to the participants' enterprises will be conducted to assist in applying the course concepts and meeting various needs, as well as exchanging experiences.
"The Palestinian Monetary Authority and Bank of Palestine organize a training session through 'Monshati' for Women-owned small enterprises, in cooperation with the Chamber of Commerce in Nablus and the Central Gaza Governorate. The training focused on banking awareness and project feasibility studies for micro, small, and medium-sized enterprises (MSMEs), held at the Chamber of Commerce headquarters in both Nablus and the Central Gaza Governorate. The topics covered in the training directly addressed the real needs of some projects, particularly the financing programs offered by the Bank of Palestine, strengthening the linkage between the bank, the PMA, and the chambers of commerce to better serve the targeted group. The workshop also enhanced the relationship between female-led projects and chambers of commerce as the umbrella of the private sector. Participants were introduced to the various services provided by the chambers of commerce through 'Monshati' for projects free of charge, particularly micro-enterprises that benefited from the Estidama Fund at zero interest. It is worth mentioning that 'Monshati' is the national framework for supporting and developing MSMEs, launched by the government in collaboration with the PMA, the Union of Chambers of Commerce, Industry, and Agriculture, and the United Nations Development Programme (UNDP). It aims to enhance the resilience and adaptability of these enterprises by providing comprehensive support services to access information aiding investment decisions, seeking guidance on service and production development to meet local and international market needs, financial management and marketing services, funding opportunities, and legal consultancy services. 'Monshati' operates through five locations in chambers of commerce (Nablus, Hebron, Jericho, Bethlehem, and Deir Al-Balah) and a virtual platform managed by the PMA. This platform is connected to a large network of stakeholders in private sector development and has a panel of experts.
The PMA participated in the "Digital Palestine" event held today in Ramallah, under the patronage and attendance of the Prime Minister, Dr. Mohammed Shtayyeh. The event was organized by the United Nations Development Programme (UNDP) in partnership with the Prime Minister's Office and the Ministry of Telecommunications and Information Technology, in collaboration with the Palestinian Information Technology Association of Companies, with the participation of numerous financial technology institutions and e-payment service companies. The PMA’s participation in the event included showcasing the key services provided by the "Monshati" e-platform. This platform aims to provide technical, financial, and administrative support to micro, small, and medium-sized enterprises (MSMEs), in addition to facilitating access to financing sources electronically and providing online training. Furthermore, an explanation was provided about the mechanism for entrepreneurs and financial technology companies to benefit from the "Regulatory Sandbox" launched by the PMA. The Regulatory Sandbox serves as a testing environment for innovative solutions and new financial services in a secure and supportive environment. Mr. Iyad Zitawi, Acting CEO of the Financial Stability Group at the PMA, participated in a session titled "A Citizen-Centered Digital Economy." During this session, the PMA's strategy for developing e-payment methods was discussed, aiming to keep pace with rapid technological advancements and support the transition to technology usage in Palestine. Projects related to digital transformation recently completed by the PMA were also reviewed, including the launch of e-payment service companies, point-of-sale movement services, and the mechanism for submitting applications to the Regulatory Sandbox for testing innovative solutions in financial technology. The session also addressed future projects currently being implemented by the PMA, such as the Real-Time Gross Settlement system, which will facilitate instant money transfers between customer accounts, and the e-invoice presentation and collection system.

The Governor of the Palestine Monetary Authority (PMA), Dr. Feras Milhem, inaugurated the first meeting of the Steering Committee for the National Framework "Monshati", which was held today at the PMA headquarters in the Ramallah and Al-Bireh Governorate, with the participation of Dr. Estephan Salameh, Advisor to the Prime Minister for Planning and Aid Coordination, and Ms. Yvonne Helle, Special Representative of the Director-General of the United Nations Development Program UNDP, and Mr. Omar Hashem, President of the Federation of Chambers of Commerce, Industry and Agriculture, and in the presence of the Deputy Governor, Mr. Mohammad Manasrah, and members of the Steering Committee. The Governor welcomed the attendees, praising the efforts of the partners and the team working on the Monshati platform, and thanked the government for their sponsorship of the national framework "Monshati" since its establishment. He also thanked the United Nations Development Program and the Federation of Chambers of Commerce, Industry, and Agriculture for their continuous support and cooperation. The Governor indicated that the PMA’s partnership in the national framework "Monshati" came to provide technical support to micro, very small, small, and medium-sized enterprises, and to provide them with the support they need to develop their technical, administrative and financial skills and facilitate their access to financing sources, in addition to the PMA’s launch of “Istidamah” fund to provide financing for projects and to expand the base of beneficiaries by providing soft financing programs, especially the micro-enterprise financing program at zero cost, to contribute to the support and development of this sector, and to enhance its role in economic development. In addition, the platform received 145 requests for funding, and the number of training provided by the platform reached 12. The beneficiaries included 18.5% of start-up projects, 69% of existing projects, and 12.5% of individuals, while the number of consultations provided was 1,311. The Governor clarified that the systems for providing electronic payment services have been developed, which will help empower project owners and enhance their chances of success and growth of their projects, especially since a large part of them is done through e-commerce. Ms. Yvonne Helle said in her speech that the data of the framework of “Monshati” reflects the efforts made by the partners, stressing the importance of obtaining continuous feedback, to conduct modification and development processes and identify emerging needs, the most important of which is expanding the partnership base to cover various disciplines, and providing the financial support needed to ensure the continuity of "Monshati". As for Mr. Omar Hashem, he explained that the planned goals of “Monshati” have been achieved at a high rate, and “Monshati” has become one of the platforms and development initiatives that are referred to in terms of services, technical content, and information that it provides, stressing the importance of adding other offices to “Monshati” in the chambers of commerce in the various governorates of the country in order to expand the base of beneficiaries. In turn, Dr. Estephan Salameh thanked the partners on behalf of the Prime Minister, Dr. Mohammad Shtayyeh for their efforts in making “Monshati” a success, pointing out the need to expand the base of its beneficiaries and focus on marginalized areas to ensure that they receive financial, technical, and legal support for their projects. The meeting concluded with some recommendations, most notably the invitation of the Steering Committee of the Technical Committee of “Monshati” to set a development plan for the “Monshati” platform and to discuss the need to amend public policies, according to the results and data that were reviewed. The Steering Committee develops and/or amends legal and policy documents prepared by the Administrative Coordination Unit for local and virtual assistance offices (the electronic platform) that reflect the needs of micro, small and medium enterprises, and allocate and approve the budget for the national framework to support and develop these facilities and provide resources to fill the necessary funding gaps, in addition to assessing and maintaining the effectiveness of help desks, in alignment with government priorities. On Thursday, January 6, 2022, the Business Support and Assistance Unit (Monshati) in the Hebron District Chamber of Commerce and Industry, graduated 7 participants from the cybersecurity course held at the premises of SAFEDENY, a company specialized in providing consultations and training in the field of information security and secure technologies. The training included several private sector companies, some of which work in the field of ICT. During the training, participants were able to enhance and develop their skills in various areas, including: 1. Network segments, such as types of Internet Protocol addresses, Domain Name System (DNS), Network Address Translation (NAT), and other related topics. 2. Dedicated wireless networks, covering wireless standards, wireless interference, independent wireless access point management options, security features, enforcement of management, and policies. 3. Participants were also trained on other topics, including Voice over Internet Protocol, security device threats and attacks nature, Next-Generation Firewall (NGFW), web-related security topics such as web application security, web penetration testing, web attack samples, and web application firewall. The training covered the aforementioned topics both theoretically and practically simultaneously. Participants expressed their great appreciation for the training and its real role in enhancing their capabilities and skills in the field of cybersecurity.
The Hebron Chamber of Commerce and Industry, through the Monshati project, organized a training course on "Digital Security." This training is conducted by Mr. Abdel Rahim Jalal Tamimi, the director of Safedeny company, which specializes in providing training and consultations in the fields of digital and cybersecurity and protection against electronic breaches. This training targets companies operating in the information, communications, and electronics sectors primarily in Hebron. Through this course, participating companies can build and enhance their capabilities in various areas, including: Securing wired and wireless networks. Endpoint Protection for devices. Data Privacy Protection. Protecting data in transit/data at rest. Nature of electronic attacks The training primarily focuses on these aspects through several sessions where theoretical and practical training is provided on the mentioned topics.
احتفلت غرفة تجارة وصناعة نابلس بعد ظهر اليوم السبت 11-12-2021 بتخريج المشاركين والمشاركات في دورتي تصوير الفيديو والخزف ضمن مشروع (منشأتي)، وذلك بحضور رئيس مجلس ادارة الغرفة عمر هاشم، ونائبه عثمان مصلح، ونائب امين السر طايل الحواري، والمدربة فداء الشافعي ، والمدرب بكر عبد الحق، والمساعد الفني والاداري للمشروع ضياء القدومي. واعرب رئيس الغرفة عمر هاشم عن شكره للمدربيْن عبد الحق والشافعي على جهدهما في تقديم دورتين تدريبتين نوعيتين ضمن أنشطة وحدة الدعم والمساعدة للمشروع في الغرفة. واكد ان هذه الدورات تأتي في سياق سلسلة الدورات التي تنظمها الغرفة بناء على تقييم احتياجات المنشآت والمشاريع القائمة والجديدة، وتلبيتها لرفع مستوى مهارات الموظفين والحرفيين، وبما يساعدهم على إتمام أعمالهم الوظيفية. وشدد هاشم على أهمية فن الخزف وتصوير المنتجات عبر الموبايل في سوق العمل المحلي، وعلى أهمية الاستثمار في العنصر البشري العامل في منشآت القطاع الخاص للنهوض بمنشآتنا الاقتصادية. من جهته، قدّم مدرب دورة التصوير بكر عبد الحق الشكر للغرفة، مؤكدا ان هذه الدورة تأتي في سياق الاتجاه العالمي في تصوير المنتجات، وعرضها بصورة فنية على منصات التواصل الاجتماعي. واشاد بقدرات المشاركين والمشاركات. بدورها، عبرت مدربة دورة الخزف فداء الشافعي عن سعادتها وشكرها للغرفة في اقامة وعقد الغرفة لدورة الخزف، مؤكدة على أهمية الخزف كموروث ثقافي وفني يجب تعلمه وتنميته لا سيما في محافظة نابلس. وعرضت في الحفل نماذج متنوعة من أعمال المشاركات في دورة الخزف نالت اعجاب الجميع. وجرى في ختام الحفل تسليم شهادات الدورتين للمشاركين والمشاركات فيهما.

The workshop comes within the vision of the partners for MSMEs, highlighting the importance of developing and sustaining these enterprises as they are considered a lever for the national economy. The Technical and Administrative Assistant in the "Monshati" project at the Chamber, Mr. Diaa Qadomi, inaugurated the workshop. He emphasized the importance of the training workshop in response to the needs expressed by the participants, aiming to meet their needs by enriching scientific and practical knowledge in food safety and quality. The quality and food safety systems consultant, Mr. Hammam Qarawi from the “Basko” company, lectured at the workshop. The workshop covered clarification of the main concepts of the processes used in the food industry, explanation of the concept of quality and good manufacturing practices, clarification of the importance and concept of food safety, introduction to the appropriate environment required for manufacturing safe food, and definition of the health and occupational safety conditions that must be provided and adhered to. The workshop witnessed extensive discussions between the participants and the lecturer on some of the issues, ideas, and information presented, aiming to enhance understanding and inquire about details. The workshop commenced on December 8, 2021, and lasted for two days, with a total of 10 training hours and the participation of 12 participants from food manufacturing enterprises.
اختتمت غرفة تجارة وصناعة نابلس يوم امس السبت 27/11/2021 الدورة التدريبية بعنوان (خطة العمل للمشاريع الزراعية). وجاءت الدورة التدريبية كواحدة من البرامج التدريبية والاستشارات المتخصصة التي تنظمها وحدة الدعم والمساعدة (مشروع منشأتي) في الغرفة، بما يتناسب مع احتياجات المنشآت والمشاريع القائمة وتلبيتها، بهدف تطوير قدرات ومهارات أصحاب المنشآت. وتناولت الدورة بمحورها عن خطة العمل للمشروع الزراعي، وشملت وصف فكرة المشروع وتطويرها، وتحليل المشروع، والدراسة التسويقية، والدراسة المالية للمشروع. في كلمته بالمناسبة، قدم المساعد الإداري والفني في مشروع منشأتي م. ضياء قدومي بالنيابة عن رئيس الغرفة السيد عمر هاشم الشكر لمدربة الدورة على أدائها في تقديم الدورة، وللمشاركات على التزامهن، وقدم لهن التهنئة باجتياز الدورة. وقال قدومي أن الدورة جاءت في اطار سعي واهتمام الغرفة ووحدة الدعم والمساعدة لمشروع منشأتي لزيادة كفاءة أصحاب وصاحبات المنشآت والمشاريع الاقتصادية والزراعية وتطوير قدراتهم/ن ومهاراتهم/ن، معتبرا أن الدورات التدريبية هي طريقة للحصول على المعارف والمهارات الجديدة، مؤكدا على أهمية الاستثمار في العنصر البشري العامل في منشآت القطاع الخاص للنهوض بمنشآتنا الاقتصادية والزراعي. وعبر قدومي عن أمله في قيام المشاركات بنقل المعارف والمهارات المكتسبة وتطبيقها. وقدم شكره لجمعية نساء بيتا التنموية على استضافة التدريب وسعيها لتطوير وتمكين أعضائها. وفي نهاية الدورة، تم تسليم الشهادات للمشاركات، وتنفيذ زيارات ميدانية لبعض المشاريع المشاركة، وكانت الدورة قد افتتحت في بداية الشهر الحالي في قاعة الغرفة بحضور 14 مشاركة من المنشآت والمشاريع الزراعية مثل مشاريع زراعة الزعتر الاخضر والزيتون والصبار والجرجير وغيرها في قرية بيتا التابعة لمحافظة نابلس.
عقدت سلطة النقد بالتعاون مع الاتحاد الأوروبي، اليوم بمقرها في محافظة رام الله والبيرة، اللقاء الثاني لمجموعة العمل حول تمويل المشاريع الصغيرة والمتوسطة المنبثقة عن المنصة الأوروبية الفلسطينية للاستثمار. وافتتح اللقاء نائب محافظ سلطة النقد السيد محمد مناصرة، والسيد تشارلز دو تشاتيني ممثلاً عن الاتحاد الأوروبي، بمشاركة ممثلين عن وزارة الاقتصاد الوطني، وصندوق الاستثمار الفلسطيني، وهيئة سوق رأس المال، وجمعية البنوك في فلسطين، وبنوك ومؤسسات إقراض متخصص، وصناديق ضمان القروض، ومؤسسات مانحة ومصرفية دولية. وناقش الاجتماع آليات المساعدة في توفير التمويل للمشاريع الصغيرة والمتوسطة من قبل الاتحاد الأوروبي والدول الأعضاء والمؤسسات المالية الأوروبية، وجهود سلطة النقد الفلسطينية من خلال صندوق استدامة في مرحلته الثانية، والخطوط العريضة للمعايير المستخدمة للتعريف الموحد للشركات الصغيرة والمتوسطة ومقارنة النتائج النهائية مع المعايير المتعددة المتوفرة حالياً، ومناقشة مخاوف البنوك ومؤسسات التمويل بشأن مخاطر الائتمان وحالات التخلف عن السداد مع مقدمي الضمان العاملين في فلسطين، وعرض أدوات الضمان المتاحة، والتدريب الفني الذي يعزز وصول الشركات الصغيرة والمتوسطة إلى التمويل. وتضمن الاجتماع عرضاً حول منصة "منشأتي" التي أطلقتها سلطة النقد مؤخرا بالتعاون مع شركائها والخدمات التي تقدمها المنصة لبناء قدرات المشاريع المتوسطة والصغيرة، وتسهيل وصول تلك المشاريع إلى مصادر التمويل. وخلص المجتمعون إلى العديد من التوصيات أبرزها العمل على توفير مزيد من التمويل لتشجيع التنمية وتسريع وتيرة التعافي من آثار أزمة فايروس كورونا، وتنسيق الجهود بين جميع الأطراف والشركاء في السياسات التمويلية، خاصة فيما يتعلق ببناء القدرات لأصحاب المشاريع وتوفير التدريب المجاني وتقديم الاستشارات الفنية والتقنية لهم، واستحداث خدمات مالية جديدة خاصة للمناطق المهمشة وقطاع غزة ومناطق C بحيث تعمل هذه الخدمات على معالجة الاختلالات في الفجوة بين مصادر التمويل واستخداماته، وتشكل هذه الخدمات فرصة استثمارية للمصارف ومؤسسات الإقراض من ناحية المساعدة في توفير فرص العمل وتشجيع تحسين معدلات النمو الاقتصادي، مؤكدين على أهمية تنسيق الجهود بين صناديق ومؤسسات ضمان القروض وذلك من خلال تصميم برامج موجهة لضمان القروض. جدير بالذكر أن الاجتماع الأول لمجموعة العمل حول تمويل المشاريع الصغيرة والمتوسطة المنبثقة عن المنصة الأوروبية الفلسطينية للاستثمار، انعقد قبل خمسة شهور وناقش في حينه أوضاع تمويل قطاع المنشآت الصغيرة والمتوسطة، والأولويات والسياسات المستقبلية والأطر القانونية التي يجب البدء فيها لتعزيز فرص الحصول على التمويل وتوسيع نطاق استفادة المشاريع الصغيرة والمتوسطة، وتحديد التدخلات المطلوبة والمخطط لها.
اختتمت غرفة تجارة وصناعة نابلس اليوم الثلاثاء الدورة التدريبية حول منهجية تصميم تغليف المنتج بإقامة ورشة عمل بعنوان (المواصفات المتعلقة بالمنتج والتغليف) اقيمت في قاعة الغرفة. وجاءت الدورة في سياق تنفيذ أنشطة وحدة الدعم والمساعدة منصة (منشأتي) في الغرفة. ورحب رئيس الغرفة عمر هاشم بالجميع، مؤكدا ان هذه الورشة التدريبية الجديدة تأتي ضمن أنشطة وحدة الدعم والمساعدة في منصة (منشأتي) في الغرفة بعنوان (المواصفات المتعلقة بالمنتج والتغليف) وتعقد بالتعاون مع مؤسسة المواصفات والمقاييس الفلسطينية. ونوه الى ان هذه الدورة التدريبية جاءت في سياق سلسلة الدورات التدريبية النوعية التي ينظمها المشروع، وذلك نابع من اهتمام مجلس إدارة الغرفة بالاستفادة من كل المشاريع المتاحة، وبناء على تقييم احتياجات المنشآت الاقتصادية والمشاريع القائمة وتلبيتها، لرفع مستوى مهارات اصحاب العمل والموظفين العاملين، وبما يساعدهم على إتمام أعمالهم الوظيفية. وشدد هاشم في كلمته على أهمية الورشة، وعلى أهمية الاستثمار في قدرات وامكانيات العنصر البشري العامل في منشآت القطاع الخاص وتعزيزها للنهوض بمنشآتنا الاقتصادية. واضاف هاشم ان منصة (منشأتي) يعمل منذ بدايته على تقديم الخدمات الداعمة للمنشآت متناهية الصغر والصغيرة والمتوسطة من خلال الجهود المنسقة من قبل اتحاد الغرف التجارية الصناعية الزراعية الفلسطينية، وسلطة النقد الفلسطينية، وبتمويل من برنامج الأمم المتحدة الإنمائي UNDP. وقدم رئيس الغرفة الشكر للمدرب على جهده والمحاضرين على تعاونهم وللمشاركين والمشاركات على مشاركتهم، ولطاقم المشروع في الغرفة في جهدهم المتواصل لتقديم هذه الخدمات لاعضاء الهيئة العامة. وكان افتتح الورشة مساعد منسق منصة (منشأتي) بالغرفة ضياء قدومي بكلمة اشار فيها الى اهمية الدورة وذلك من خلال التفاعل الذي ابداه اصحاب وصاحبات المنشآت المشاركون والمشاركات فيها، موضحا ان المشروع بصدد تنظيم المزيد من الدورات. وقدم محمد عثمان رئيس قسم الهندسة الصناعية في جامعة النجاح ومدرب الدورة عرضا عن اهمية تغليف المنتج، بيّن فيه ان ذلك يقع في اطار تسويق المنتج المحلي بالصورة الافضل للمستهلك الفلسطيني. وقدمت مديرة مكتب مؤسسة المواصفات والمقاييس الفلسطينية بنابلس عبير ابو حجلة عرضا تقديميا مفصلا حول المؤسسة ونشأتها ودورها وخدماتها، وعرضا حول المواصفات المتعلقة بالمنتج، اضافة الى استعراض مفصل حول بطاقة البيان للمنتج المحلي. كما عرض كلا من ممثل شركة عبد الرحمن حجاوي صبحي ابو زنط، وممثلة شركة القائد للتغليف دينا العمد كخبراء محليين في اجراءات تصميم تغليف المنتج كتجارب ناجحة من سوق العمل المحلي. وشهدت الورشة نقاشا موسعا بين المشاركين والمدرب والمحاضرين حول بعض القضايا والافكار والمعلومات التي عرضت فيها بهدف تعزيز المعلومة والاستفسار عن تفاصيلها. واختتمت الورشة والدورة التدريبية بتقديم التهنئة من رئيس الغرفة عمر هاشم للمشاركين والمشاركات وتسليم الشهادات لهم.
نظمت غرفة تجارة وصناعة نابلس ورشة عمل توعوية بعنوان (التحكيم التجاري وفض المنازعات والطرف البديل له والوساطة)، وذلك بحضور رئيس الغرفة عمر هاشم، واعضاء مجلس الادارة طايل الحواري واياد الكردي وياسين دويكات، والخبير القانوني نعيم سلامة، وبمشاركة عدد من اعضاء الهيئة العامة. والقى رئيس الغرفة عمر هاشم كلمة بالورشة التوعوية، أكد فيها على اهمية انعقاد الورشة وانها تـأتي لتسليط الضوْء على أهمية التحكيم في فض النزاعات المالية والتجارية باعتباره حلاً ناجحاً وسريعا. واشار هاشم الى ان الغرف التجارية في فلسطين مارست التحكيم التجاري كما هو منصوص عليه في القانون الفلسطيني للغرف التجارية رقم (9) لسنة 2011 (مادة 8 فقرة. وانطلاقا من ذلك، عملت على فض النزاعات التجارية والخلافات الناشئة بين المتعاملين تجاريا وفق ما ينص عليه القانون المذكور، بالإضافة الى ما يحدده نظام الغرف التجارية المعتمد من مجلس الوزراء لعام 2013 (الفصل التاسع مواد رقم 49 + 50+ 51 + 52)، وما زالت تسير على هذا النهج حتى وقتنا الحالي، وسجلت الغرف التجارية وتسجل نجاحاتٍ في حل معظم النزاعات المعروضة عليها. واضاف ان الغرف التجارية اوْلت هذا الملف اهتماما كبيرا نظرا لحساسيته، وتأثيره على استمرار عمل المنشآت الاقتصادية المختلفة، ولما تشكله الخلافات الناشئة بين الشركاء من اثر سلبي على الاقتصاد الوطني الفلسطيني والاستثمار بشكل عام. وغنيٌ عن القول ان التحكيم التجاري له دور كبير في تعزيز القدرة على الاستثمار، وزيادة عوائده على المجتمع، وفتح الفرص الاقتصادية على مصراعيها بوجود آلية قانونية واضحة ومتفق عليها، مما يشجع على وجود مناخ ملائم يتمتع فيه المستثمر المحلي والأجنبي بحوافز تشجيعية، ويطمئن من خلاله على أن استثماراته تحظى بالحماية الدائمة، وذلك بعيدا عن المحاكم الرسمية المثقلة بالقضايا المختلفة واجراءاتها الطويلة الروتينية في التقاضي لايجاد الحلول بين المتخاصمين. ونوه هاشم الى ان لجنة التحكيم التجاري المشكّلة من اعضاء من مجلس ادارة الغرفة تمكنت، ومن خلال قدرات عالية وحيادية متميزة وخبرات تاريخية متوفرة في اعضائها، من حل العشرات، لا بل المئات، من القضايا والنزاعات الخلافية عبر السنوات الاخيرة، مما اكسب عمل ودور الغرفة قيمة مُضافة على الصعيد الاقتصادي الوطني والخارجي. وثمن هاشم اقامة هذه الورشة التوعوية لتسليط الضوء على هذا الملف الهام، من خلال التعريف والتوضيح والتوعية بدور التحكيم في حل وفض النزاعات الاقتصادية على اختلاف اشكالها، وخاصة التجارية والمصرفية والمالية والهندسية والإنشائية وغيرها، نظراً لتنامي الخلافات والنزاعات التجارية في السنوات الاخيرة خاصّة في الشركات العائلية، ونحن على استعداد لتنظيم مزيد من الورش التي تلامس احتياجات منشآت القطاع الخاص. وعبر عن امله في ان تؤتي الورشة ثمارها في توضيح دور التحكيم التجاري واهميته على الصعيد الاقتصادي من خلال ما سيقدمه الاخ الدكتور نعيم سلامة، لكونها اداة تثقيفية ومفيدة لمنشآت القطاع الخاص الفلسطيني واصحابها في سبيل توعويتهم للجوء اليها كأداة فاعلة أثبتت نجاحها. من جهته، اعرب عميد كلية القانون في جامعة النجاح ومستشار اتحاد الغرف التجارية د. نعيم سلامة عن شكره للغرفة والاتحاد على تنظيم الورشة، منوها الى اهمية التحكيم التجاري، وان الهدف من الورشة هو تقديم توعية قانونية لاصحاب المشاريع الاقتصادية، واصفا اياه "بالقضاء الخاص"، مبينا انه اوجد آليات عمل خاصة لفض النزاعات والخلافات التجارية بين المتخاصمين. وقدم د. نعيم سلامة شرحا مفصلا عن التحكيم، وانواعه، واهميته، والاسباب التي تدعو لتعزيز نظام التحكيم في المجتمع الفلسطيني بشكل عام وفي الوسط التجاري والصناعي بشكل خاص في ظل حالة الاختناق القضائي، حيث ان المحاكم مزدحمة اليوم بعشرات الاف القضايا، وبالتالي فان حل الخلافات التجارية من خلال نظام التحكيم سوف يساهم في التسهيل على اصحاب المنشآت والسير قدما بما يساهم بتطوير الاقتصاد. واكد سلامة على ان التحكيم يطور واقعنا الاقتصادي والتجاري ويساهم في تخفيف العبئ عن المحاكم ويسهل على الاقتصاد والاقتصاديين للمضي قدما، مشيرا الى ان هذه الورشات تسعى لرفع الوعي حول اهمية التحكيم والمساهمة بحل الاشكاليات التجارية من خلال ايجاد محكمين قانونيين ومدربين وقادرين على اتخاذ قرارات تحكيم على اسس قانونية. وتحدث د. سلامة عن احكام التحكيم، وانواعه، وقوانينه، وشروطه، مشيرا الى ان ابرز هذه الشروط هو ان يكون قاضي التحكيم صاحب اختصاص بالمجال المتنازع عليه الى جانب توقيع الاطراف على وثائق ملزمة بقرارات التحكيم، الى جانب مواضيع تتعلق بمدى قانونية التحكيم والزاميته حتى في القضاء الفلسطيني، ومتى يتوجه المتنازعون الى القضاء بعد التحكيم وكيف يتعامل القضاء في قرارات التحكيم. واضاف سلامة ان الهدف من الورشة هو تقديم توعية قانونية اصحاب المشاريع الاقتصادية، واظهار مدى اهمية التحكيم لحل النزاعات لتخفيف الاختناق القضائي ولسهولة وسرعة حل الخلافات من خلال التحكيم، حيث اشتمل اللقاء على التعريف بالتنظيم القانوني والنصوص التشريعية التي تطرقت الى التحكيم، كما تم التعريف بهيئة التحكيم وكيفية تشكيلها ومدى الزاميتها، مشيرا الى ان القضاء النظامي موجود ويتعامل مع كافة القضايا، لكن التحكيم له اهمية لحل النزاعات بما يحفز ويسرع ويخفف العبئ على القضاء النظامي. واكد ان وجود التحكيم التجاري يساهم بحل النزاعات التجارية بطريقة سريعة وفيها تخصصية بمجالات الخلافات بما يساعد في اتخاذ القرارات الصحيحة وبشكل سريع. وتم في الورشة فتح باب النقاش بين الدكتور سلامة واصحاب المنشآت الحضور الذين طرحوا العديد من الاسئلة والاستفسارات حول انظمة وقرارات التحكيم، ومتى وكيف يتوجهون للمحكمين، وكيفية تعامل القضاء مع التحكيم، وقام سلامة بالرد على استفساراتهم. وطالب الحضور من اعضاء الهيئة العامة بعقد ورشات تدريبية في هذا المجال من اجل رفع قدرات اصحاب منشآت القطاع الخاص.
برعاية ومشاركة محافظ سلطة النقد الدكتور فراس ملحم، أطلقت شركة الشرق الأوسط لخدمات الدفع – فلسطين، اليوم في مقر سلطة النقد، خدمة استخدام بوابة الدفع الإلكترونية في فلسطين، بحضور نائب المحافظ السيد محمد مناصرة، ورئيس مجلس إدارة الشركة السيد صلاح هدمي، والرئيس التنفيذي للشركة السيد محمد حلس، ورئيس مجلس إدارة جمعية البنوك السيد ماهر المصري، ورئيس بلدية البيرة السيد عزام إسماعيل، ومديري البنوك ومؤسسات الإقراض وشركات خدمات الدفع الإلكتروني، وممثلي هيئة سوق رأس المال وشركات الاتصالات وقطاع التأمين وشركات التكنولوجيا والبلديات، وعدد من الشخصيات الاعتبارية، ووسائل الإعلام. وقال محافظ سلطة النقد إن إطلاق الخدمة يعتبر إنجازاً نوعياً في طريقنا للتحول إلى استخدام التكنولوجيا المالية في فلسطين، وهو ما ينسجم مع استراتيجيات سلطة النقد لتطوير وسائل الدفع الإلكتروني والاستراتيجية الوطنية للشمول المالي، والتي تهدف لمواكبة التطورات التكنولوجية المتسارعة وتدعم التحول إلى استخدام التكنولوجيا في فلسطين وخاصة الخدمات المالية والمصرفية والدفع الإلكتروني وتقليل الاعتماد على الدفع النقدي بما يعود بالمنفعة على الاقتصاد الوطني ككل. وأضاف الدكتور فراس ملحم أن سلطة النقد تقود جهود التحفيز والدعم للقطاع المصرفي بشكل عام لضرورة الانتقال وتبني الخدمات والمدفوعات الإلكترونية المتنوعة، وقامت وما زالت تقوم بتطوير البنية التحتية وأنظمتها لتواكب التطور التكنولوجي وتساعد جميع الفئات المعنية بهذا المضمار، وقد تم ترخيص 5 شركات خدمات دفع الكتروني خلال العام 2020، كما تم مؤخراً مباشرة أعمال شركة Apple Pay في فلسطين. وأوضح الدكتور ملحم أن هذه الخدمة ستوفر العديد من المميزات للتاجر وحملة البطاقات، مثل توفير حلول الدفع للتسوّق الإلكتروني لعملاء التاجر، وقبول مشتريات عملاء التاجر من جميع أنحاء العالم، ومساعدة التاجر في إدارة تحصيل المدفوعات والتقليل من تداول النقد والشيكات، وتوفير تقارير فورية ويومية لجميع العمليات التي تمت على الحسابات، وحماية التاجر من عمليات الاحتيال مع خدمة الدفع الالكتروني، وبالنسبة لحملة البطاقات، ستوفر هذه الخدمة حلولاً آمنة تلبّي جميع متطلبات أعمال التجارة الإلكترونية، والحصول على المنتجات من المتاجر الالكترونية بسعر أقل من الشراء المباشر، وتسهيل عمليات الشراء من المتاجر الإلكترونية المحلية، إضافة إلى جانب الأمان والحماية من الاحتيال الذي توفره هذه الخدمة. من جانبه، عبر السيد صلاح هدمي رئيس مجلس إدارة شركة الشرق الأوسط لخدمات الدفع – فلسطين، عن سعادته بإطلاق خدمة بوابة الدفع الالكترونية الخاصة بالشركة، لما لها من أهمية في التسهيل على كافة الجهات التي تعنى بالتجارة الالكترونية، فأصبح بإمكان الشركات والتجار قبض قيمة مبيعاتهم من الزبائن مباشرة عند الطلب باستخدام بطاقات الدفع (الدائنة والمدينة ومسبقة الدفع) بدلاً من انتظار النقد عند التسليم، وهو ما سيعزز من ثقافة الدفع عند الطلب، وسيساهم في توسيع الرقعة الجغرافية لعملاء هذه الشركات والتجار لتتعدى حدود فلسطين إلى العالم بأكمله. وشكر السيد هدمي سلطة النقد الفلسطينية على دورهم الهام في تشجيع شركات الدفع على طرح وتقديم منتجات وخدمات جديدة تساهم في تعزيز الاقتصاد الوطني. وأكد السيد هدمي على قيم وفلسفة الشركة وأدبياتها القائمة على المصداقية في التعامل مع العملاء، كما أكد على أن شركة الشرق الأوسط لخدمات الدفع فلسطين ستشكل فارقاً في صناعة وتوفير الخدمات الالكترونية في فلسطين من خلال باقة من الخدمات والمنتجات المبتكرة واعتمادها على أحدث النظم لضمان جودة الخدمات المقدمة للشركات والتجار والمتعاملين معها من أبناء شعبنا الفلسطيني. جدير بالذكر أن شركة الشرق الأوسط لخدمات الدفع – فلسطين، هي شركة خدمات دفع فلسطينية تأسست بشراكة استراتيجية بين شركة الشرق الأوسط لخدمات الدفع – الأردن وأربعة بنوك عاملة في فلسطين (بنك القدس والبنك الوطني وبنك القاهرة عمان وبنك الأردن)، وحصلت على موافقة سلطة النقد الفلسطينية على إطلاق خدماتها كشركة دفع في الربع الثالث من العام 2020.
افتتح المهندس طارق جلال التميمي دورة التسويق الالكتروني ضمن نشاطات وحدة الدعم والمساندة (منشأتي) بحضور المدرب المعتمد في التسويق الرقمي السيد طارق ثابت، ومدير وحدة منشأتي في الغرفة التجارية السيد اسماعيل الشريف، ومساعد الوحدة اسلام صلاح. ومنسقة صاحبات الاعمال بالوحدة الانسة روان الشويكي. ويشارك في الدورة أكثر من عشرين مشاركاً ومشاركة من المنشآت متناهية الصغر والصغيرة بشكل اساسي. يذكر ان مشروع منشاتي ممول من برنامج الامم المتحدة الانمائي (UNDP) ويعقد بالشراكة مع سلطة النقد الفلسطينية واتحاد الغرف التجارية الصناعية الفلسطينية.
أطلقت سلطة النقد الفلسطينية، اليوم، منصة "منشأتي" (www.monshati.ps)، وهي المنصة الإلكترونية الأولى في فلسطين التي تقدم خدمات نوعية لدعم القدرات المالية والإدارية لأصحاب المشاريع متناهية الصغر والصغيرة جداً والصغيرة والمتوسطة، وتمكنهم من الوصول لمصادر التمويل، وذلك من خلال بث فعالية الإطلاق مباشرة عبر قنوات التواصل الاجتماعي، بمشاركة محافظ سلطة النقد الدكتور فراس ملحم ونائبه السيد محمد مناصرة، ورئيس اتحاد الغرف التجارية الصناعية الزراعية الفلسطينية السيد عمر هاشم، وأمين عام الاتحاد السيد جمال جوابرة. وأوضح محافظ سلطة النقد أن إطلاق هذه المنصة يـأتي لدعم التنمية الاقتصادية المستدامة بالشراكة مع الحكومة، وذلك بتوفير التمويل من خلال إطلاق صندوق استدامة، وستساعد هذه المنصة أصحاب المشاريع والأعمال في تنمية قدراتهم في إدارة مشاريعهم وإيجاد فرص تمويلية واستثمارية لها. وتقدم المحافظ بالشكر لاتحاد الغرف التجارية، وبرنامج الأمم المتحدة الإنمائي، وبال تريد، وبنك فلسطين، والمعهد المصرفي الفلسطيني على مساعدتهم في إنجاز منصة "منشأتي"، مؤكداً على أهمية تضافر جهود المؤسسات العامة والخاصة في تنمية واستدامة المشاريع وتطوير الاقتصاد الوطني. من جهته، أكد رئيس اتحاد الغرف التجارية الصناعية الزراعية الفلسطينية السيد عمر هاشم على أن حزمة الخدمات الإدارية والفنية والمالية التي تقدمها المنصة مبنية على احتياجات المشاريع متناهية الصغر والصغيرة جداً والصغيرة والمتوسطة وتتوافق مع متطلباتها، وتتيح لمجتمع الأعمال في فلسطين فرصة للتسجيل وتعبئة الطلب المخصص للخدمات التي تتواءم مع احتياجاتهم ومتابعة تلك الطلبات من خلال مكاتب المساعدة في الغرف التجارية، معبراً عن شكره لجهود جميع المؤسسات التي ساهمت في إنجاز هذا المشروع. وتتضمن منصة منشأتي، التي تديرها سلطة النقد، خدمات إرشادية حول كيفية تأسيس مشروع جديد أو تطوير المشاريع القائمة، وذلك من خلال أدلة إرشادية مكتوبة وفيديوهات تدريبية مسجلة في مجال تطوير الخبرات والتدريب المهني المتخصص، يقدمها مجموعة من المتخصصين والمدربين وبأعلى المستويات من الجودة وينفذها المعهد المصرفي الفلسطيني. وتوفر المنصة ركن المساعدة والذي يتيح لأصحاب المشاريع طلب المساعدة، إلكترونياً، من خلال تقديم طلب وتحديد المشكلة التي تواجههم في مشروعهم، والتي يتم تحويلها إلى مكاتب منشأتي في الغرف التجارية في كل من (الخليل، وبيت لحم، ونابلس، وأريحا، وغزة-الوسطى) ومتابعتها من قبل الخبراء والمختصين، كما تتيح المنصة إمكانية حجز المواعيد، إلكترونياً، مع ممثلي مكاتب منشأتي في الغرف التجارية، للحصول على الإرشاد والمساعدة. وتمكن منصة منشأتي مستخدميها من تقديم طلب تمويل لمشاريعهم إلكترونياً، وذلك باختيار أحد المصارف أو مؤسسات الإقراض، ويتم متابعة الطلب من قبل إدارة المنصة للتأكد من الرد عليه، بالإضافة للخدمات التي تقدمها المنصة للمساعدة في تسويق منتجات المشاريع والاستفادة من الخدمات المالية الإلكترونية، كما أن المنصة متاحة كتطبيق عبر الموبايل باسم "منشأتي" عبر نظاميAndroid و Ios لتسهيل الوصول إليها بأفضل الطرق.
قام مكتب منشأتي في غرفة تجارة و صناعة و زراعة نابلس بعقد ورشة عمل بعنوان (التسويق واهميته للمنشآت الاقتصادية) وذلك في اطار تنفيذ نشاطات مشروع (منشآتي). وحضر الورشة عدد من اصحاب المنشآت الاقتصادية من اعضاء الهيئة العامة في الغرفة وممثليهم. وحاضر في الورشة الدكتور سام فقهاء رئيس قسم الاتصالات والتسويق الرقمي في جامعة النجاح الوطنية. وتركز الحديث في الورشة حول محاورها المتعلقة بالخطة التسويقية للمشروعات الصغيرة ومتوسطة الحجم ومحتويات الخطة، وتحليل الصناعة وتحديد الفرص التسويقية، والاهداف وطرق العمل والتقييم، والاسواق المستهدفة وقرارات المنتج والتمييز، والتسعير، والترويج، والتوزيع، والتسويق الرقمي للمشروعات الصغيرة، والريادة في المشروعات الصغيرة . وقال رئيس غرفة تجارة وصناعة نابلس عمر هاشم أن الورشة التدريبية جاءت في اطار سعي الغرفة ووحدة الدعم والمساعدة لزيادة كفاءة أصحاب المنشآت الاقتصادية ورفع مستوى منتسبي الغرفة بما ينعكس على منشآتهم، معتبرا أن الدورات والورشات التدريبية هي احد الآليات للحصول على المعارف الجديدة، مؤكدا على أهمية الاستثمار في العنصر البشري العامل في القطاع الخاص للنهوض بمنشآتنا الاقتصادية. وعبر هاشم عن امله في قيام المشاركين والمشاركات بتطبيق المفاهيم والمعارف والمهارات المكتسبة في الورشة. وقدّم شكره للمشاركين وللمحاضر وطواقم الغرفة ووحدة الدعم والمساعدة في الغرفة. وأضاف هاشم أن "منشأتي" تقدم فرصة لتنويع خدماتنا والتأثير في تغيير السياسات لصالح منشآت الأعمال التي نخدمها، ولا سيما تلك التي تديرها النساء والشباب ، ومساعدة أصحاب المشاريع والنساء والرياديين والشباب في بناء وتطوير قدراتهم الفنية والإدارية، وتأسيس وتطوير مشاريعهم. ونوه هاشم الى أهمية قطاع المشاريع متناهية الصغر والصغيرة ومتوسطة الحجم في التنمية الاقتصادية باعتباره يشغل الحصة الاكبر في المنشآت الاقتصادية. وناقش المحاضر في الورشة مع المشاركين التحديات التي يطرحها موضوع التسويق لدى المنشأة الاقتصادية كما عرض المشاركون تحديات اصحاب المنشآت والمتعلقة بالتسويق، واستعرضوا قصص نجاح خاصة بهم وبمنشآتهم. وعبروا عن حاجتهم الى مزيد من الدورات والورشات التدريبية حول موضوع التسويق ومواضيع اخرى ذات صلة بها. جاءت الورشة التدريبية في اطار تنفيذ الانشطة والبرامج التدريبية والاستشارات المتخصصة التي تقدمها وحدة الدعم والمساعدة (مشروع منشأتي) في الغرفة، بهدف تمكين المشاركين/ات من أصحاب وصاحبات المنشآت الاقتصادية الصغيرة والمتوسطة والمشاريع الريادية وتزويدهم بمهارات ومعارف تحاكي التطورات التكنولوجية في مجال التسويق والتحديات التي تواجههم. الجدير بالذكر هنا ان الإطار الوطني لإسناد وتطوير المنشآت متناهية الصغر والصغيرة والمتوسطة "منشأتي" سوف يعمل على توفير خدمات دعم متكاملة للشركات متناهية الصغر والصغيرة ومتوسطة الحجم، بهدف الوصول إلى المعلومات التي تساعد في اتخاذ قرارات الاستثمار، أو طلب التوجيه بشأن تطوير الخدمات وعمليات الإنتاج لتلبية احتياجات السوق المحلية والدولية، وخدمات التسويق والإدارة المالية، وفرص التمويل، والخدمات الاستشارية القانونية
قام مكتب منشأتي في غرفة تجارة و صناعة و زراعة نابلس بعقد ورشة دورة التدريبية بعنوان (التسويق الرقمي)، وذلك وذلك بحضور رئيس مجلس إدارة الغرفة عمر هاشم، والمدير العام عصام أبو زيد، ومدرب الدورة طارق ثابت، وطاقم مشروع منشأتي إياد بريك وضياء قدومي. وجاءت الدورة التدريبية كواحدة من البرامج التدريبية والاستشارات المتخصصة التي تنظمها وحدة الدعم والمساعدة (مشروع منشأتي) في الغرفة، بهدف تمكين المشاركين/ات من أصحاب المنشآت الصغيرة والمتوسطة والمشاريع الريادية بمهارات ومعارف تحاكي التطورات التكنولوجية في مجال التسويق الرقمي والتحديات التي تواجههم. وفي كلمته بالمناسبة، قدم رئيس الغرفة عمر هاشم شكره للمشاركين والمشاركات، وهنأهم باجتياز الدورة، وشكر مدرب الدورة طارق ثابت، وقال هاشم أن الدورة جاءت في اطار سعي الغرفة ووحدة الدعم والمساعدة لزيادة كفاءة أصحاب المنشآت الاقتصادية ورفع مستوى منتسبي الغرفة، معتبرا أن الدورات التدريبية هي طريقة للحصول على المعارف والمهارات الجديدة، مؤكدا على أهمية الاستثمار في العنصر البشري للعامل في القطاع الخاص للنهوض بمنشآتنا الاقتصادية. وعبر هاشم عن امله في قيام المشاركون والمشاركات بنقل المعارف والمهارات المكتسبة وتطبيقها. وقدم شكره لطواقم الغرفة ووحدة الدعم والمساعدة في الغرفة. من جهته، عبر طارق ثابت عن سعادته في عقد الدورة في التسويق الرقمي للمنشآت والمشاريع الريادية في غرفة تجارة نابلس، مشيدا بأهمية الدورة لإكساب المشاركين أساسيات ومهارات التسويق من خلال التركيز على دراسة وتحليل المنتج والسوق والمنافسين والترويج وعرض المنتجات والتواصل مع الزبائن واستخدام وسائل التواصل الاجتماعي من أجل تحقيق ذلك. وعبر أيضا عن استعداده للتواصل مع المتدربين بعد الدورة، مشيدا بهم وبإهتمامهم وبمثابرتهم. وفي نهاية الدورة، تم تسليم الشهادات للمشاركين والمشاركات، وكانت الدورة قد افتتحت في نهاية الشهر الماضي في قاعة الغرفة بحضور 18 مشاركا ومشاركة من منشآت القطاع الخاص والمشاريع الريادية في محافظة نابلس.

قام مكتب منشأتي في غرفة تجارة و صناعة و زراعة بيت لحم بعقد ورشة وبالتعاون مع الإطار الوطني لإسناد المنشآت المتناهية الصغر والصغيرة والمتوسطة ...منشأتي... والممول من برنامج الأمم المتحدة الإنمائي/ برنامج مساعدة الشعب الفلسطيني ورشة عمل بعنوان "الطرق البديلة لحل النزاعات: التحكيم، الوساطة والتوفيق" بحضور د. سمير حزبون رئيس مجلس الإدارة، وأعضاء مجلس الإدارة السادة يوسف رحال وخضر خير، د. نعيم سلامة المستشار القانوني لاتحاد الغرف التجارية الصناعية الزراعية الفلسطينية وعميد كلية القانون في جامعة النجاح، السيد علاء عديلي المدير العام، السيدة سهى جدعون مديرة قسم العضوية والخدمات ومنسقة مشروع منشأتي، السيدة جيانا مصلح مساعدة منسقة المشروع وعدد من أعضاء الهيئة العامة. حيث يهدف هذا اللقاء إلى نشر وتعزيز ثقافة اللجوء للوسائل البديلة لحل النزاعات (التحكيم والوساطة والتوفيق) كبديل للتوجه إلى المحاكم ودورها في تعزيز الصمود وتقوية الروابط الاجتماعية وتأتي هذه الورشة ضمن سلسة من الورش التي ينظمها الإطار الوطني لإسناد المنشآت. حيث افتتح اللقاء د. سمير حزبون رئيس مجلس الإدارة مرحبا بالحضور مثمناً الجهود التي تبذلها إدارة الإطار الوطني لإسناد المنشآت (منشأتي) على دعمهم لورشة العمل وأكد على أهمية التوعية بالطرق البديلة لحل النزاعات التجارية خاصة أن للغرف التجارية الصناعية دوراً هاماً في عملية التحكيم التجاري حسب ما جاء في النظام الداخلي للغرف التجارية في المادة رقم (49) – (52). ومن جانبه قدم الدكتور د. نعيم سلامة المستشار القانوني لاتحاد الغرف التجارية الصناعية الزراعية الفلسطينية وعميد كلية القانون في جامعة النجاح الوطنية شرحاً تفصيلياً حول وسائل وآليات التعامل مع الطرق البديلة لحل النزاعات وأهمية تسليط الضوء على هذا الموضوع كونه وسيلة فعالة وسهلة لفض النزاع بين الأطراف المتنازعة. وقد تمَّ التطرق الى عدة مواضيع واهمها خصائص التحكيم التجاري ومزاياه، أنواع التحكيم ونطاق سريان قانون التحكيم. كما تناول اللقاء العديد من النقاشات والاستفسارات من قبل أعضاء الهيئة العامة التي أثرت النقاش حول موضوع الورشة، وفي النهاية اتفق المشاركون على عقد دورة توعوية حول التحكيم التجاري وأهميته. فيديو اللقاء
قام مكتب منشأتي في غرفة تجارة و صناعة و زراعة بيت لحم بعقد ورشة توعوية بعنوان "حوكمة الشركات العائلية" بهدف تعزيز و استدامة الشركات العائلية عبر الاجيال و ذلك بحضور الدكتورة نجود حبش خبيرة في الشركات المتوسطة و المتناهية الصغر و الشركات العائلية و د. سهيل سلطان المنسق الوطني لمشروع منشآتي ، و السيد ناصر ازحيمان من شركة ازحيمان ،و د. سمير حزبون رئيس مجلس الادارة و السيد عيسى موسى مسؤول لجنة الحوكمة و اعضاء مجلس ادارة الغرفة التجارية بمشاركة عدد من اعضاء الهيئة العامة . حيث افتتح اللقاء السيد عيسى موسى مسؤول لجنة الحوكمة و شكر ادارة مكتب المساعدة و الدعم الفني (منشآتي) على دعمهم لهذه الورشة و رحب بالحضور جميعاً و اكد على اهمية التوعية بمفهوم الحوكمة وآليات تطبيقها من النواحي العملية و معرفة العناصر الأساسية لبناء منظومة حوكمة فعالة. كما وشكر الدكتور سلطان الغرفة التجارية على هذه المبادرة التوعوية المميزة لابراز آثر الحوكمة على آداء الشركات العائلية لضمان استقرارها و نجاحها عبر تعاقب الاجيال ، و قدم ملخصاً تعريفياً عن مشروع منشآتي و اهدافه و الممول من UNDP بتنفيذ من اتحاد الغرف التجارية الصناعية الزراعية الفلسطينية و سلطة النقد. وخلال الورشة قدمت الدكتورة نجود شرحا تفصيلياً عن مفهوم الحوكمة و الشركات العائلية ومراحل نموها و تطورها و التحديات التي تواجهها هذه الشركات و كيفية التغلب عليها و آثر تطبيقها لأسس و مبادىْ الحوكمة .كما تناول اللقاء و الذي استمر لمدة 3 ساعات العديد من النقاشات و الاستفسارات من قبل اعضاء الهيئة العامة الامر الذي اضاف معلومات قيمة و آليات مفيدة لضمان استمرارية هذه المنشاتو تجدر الاشارة انه سيتم تعميم هذه التجربة و ادراج هذه الورشة في غرف تجارية اخرى ضمن مشروع منشأتي
قام مكتب منشأتي في غرفة تجارة و صناعة و زراعة الخليل بعقد اجتماع لقطاع الأحذية ضمن مشروع تطوير وتحديث الخطة الاستراتيجية، والذي يعتبر أول مشاريع الاستعانة بالخبراء ضمن نشاطات مكتب المساعدة والدعم الفني (منشأتي). حيث يتضمن المشروع العديد من الفعاليات والخطوات الممتدة على مدى شهرين للخروج باستراتيجية مشتركة للسنوات القادمة. شارك في الاجتماع كل من السيد عبده ادريس رئيس غرفة تجارة وصناعة محافظة الخليل، السيد عامر عرفة (رئيس اللجنة القطاعية)، السيد محمد حسين (مدير شغل الخليل)، السيد عبد الرحمن صوايفة (خبير التخطيط)، وطاقم منشأتي (السادة اسماعيل الشريف وإسلام صلاح و الآنسة روان الشويكي) بالإضافة إلى عدد من أصحاب الشركات.
قام مكتب منشأتي في غرفة تجارة و صناعة و زراعة الخليل بعقد لقاء مع اصحاب المطاعم لبحث عقد دورة تدريبية لتأهيل العاملين في مجال تقديم الطعام. وقد حضر اللقاء مجموعة من أصحاب المطاعم الذين ابدوا اعجابهم بالفكرة، واستعدادهم للمشاركة وتدريب العاملين لديهم.ويذكر ان وحدة منشاتي في غرفة تجارة وصناعة محافظة الخليل هي جزء من الاطار الوطني لإسناد المنشآت المتناهية الصغر والصغيرة والمتوسطة، بدعم من برنامج الامم المتحدة الانمائي (UNDP)وبمشاركة من سلطة النقد الفلسطينية واتحاد الغرف التجارية الصناعية الفلسطينية. وتعمل على دعم المنشأت متناهية الصغر والصغيرة والمتوسطة من خلال تقديم الخدمات الاستشارية والتدريبات المتخصصة، وتسهيل الوصول للتمويل
عقدت العيادة القانونية بجامعة النجاح الوطنية يوما تدريبيا لطلبتها حول قانون العمل الفلسطيني من الناحية العملية التطبيقية وذلك يوم الخميس 16/9/2021 في مبنى كلية القانون بجامعة النجاح الوطنية. وقدم اليوم التدريبي المحامي عصام شحروري، وهو محامٍ مزاول مختص في قضايا العمل والتأمين. وقد افتتحت اللقاء الأستاذة صفاء بلعاوي، والتي رحبت بالطلبة الحضور وبالأستاذة عصام، وأكدت على أهمية قانون العمل وأحكامه في الواقع القانوني الفلسطيني، إذ لا تخلو أسرة فلسطينية من عامل أو شخص خاضع لأحكام قانون العمل. ومن ثم بدأ الأستاذ عصام الحديث عن أهم المفاهيم الواردة في قانون العمل، كالعامل ورب العمل والأجر وإصابة العمل وغيرها. ومن ثم انتقل الأستاذة عصام للحديث عن أهم الحقوق العمالية التي تترتب وفقا لقانون العمل، كالإجازات ومكافأة نهاية الخدمة والتعويض عن الفصل التعسفي والتعويض عن إصابات العمل. كما واشتمل اليوم التدريبي على تمارين وتطبيقات عملية في قانون العمل وتم عرضها على الطلبة لحلها. وفي الختام تم فتح باب الاستفسارات والأسئلة للطلبة حول ما تم عرضه في اللقاء. ومن الجدير بالذكر أن هذه التدريبات تمثل جزءً من التدريبات القانونية التوعوية التي تقدمها العيادة القانونية لطلبتها لغايات رفع الوعي لديهم في موضوعات قانونية متنوعة وفي موضوعات تتصل بحقوق الإنسان وحقوق النساء، وذلك في إطار مشروع تعزيز استدامة العيادة القانونية في جامعة النجاح الوطنية والممول من قبل برنامج سواسية 2 والمنفذ من خلال برنامج الأمم المتحدة الانمائي وهيئة الأمم المتحدة للمرأة واليونسيف.
التقى محافظ سلطة النقد الدكتور فراس ملحم، اليوم، مع الصحفيين ووسائل الإعلام، بمقر سلطة النقد، حول صندوق "استدامة" لتمويل القطاعات الاقتصادية، الذي أعلنت سلطة النقد مؤخراً عن إعادة هيكلته ليصبح صندوقاً دائماً يهدف لتوفير التمويل (القروض)، عبر المصارف التجارية والإسلامية، للقطاعات الاقتصادية المختلفة، وتمكين المشاريع الاقتصادية من التعافي وزيادة دورة الإنتاج وتوفير فرص العمل بشكل يتوافق مع الإطار العام وتوجيهات الحكومة الاقتصادية. وقال محافظ سلطة النقد إن تطوير برنامج استدامة تم ضمن معايير تمكن شرائح أوسع من المجتمع للاستفادة منه، للمساهمة في التنمية الاقتصادية، وذلك في ضوء المستجدات الاقتصادية وخاصة تداعيات أزمة كورونا على جميع القطاعات، والاستماع إلى شرائح واسعة من الجهات الاقتصادية والمجتمعية والخبراء، والتشاور مع مجلس الوزراء، وأصبحت قيمة الصندوق 435 مليون دولار، ساهمت سلطة النقد منها بما قيمته 210 مليون دولار في المرحلة الأولى، وأن فترة الإقراض تصل إلى 48 شهراً وفترة السماح 12 شهراً. وأوضح المحافظ أنه تم الطلب من المصارف منح الأولوية لتوفير التمويل للقطاعات الاقتصادية وفق ستة برامج هامة وهي برنامج تمويل القطاع الصحي بهدف توفير مقومات الحفاظ على الحياة، وبرنامج تمويل القطاع التعليمي بهدف ضمان توفير التعليم للجميع، وبرنامج تمويل التحول الرقمي بهدف الانتقال إلى الاقتصاد الرقمي والاندماج في الاقتصاد العالمي، وبرنامج تمويل المشاريع متناهية الصغر، وبرنامج التعافي وتشجيع النمو الاقتصادي وبرنامج توفير التمويل لمؤسسات الإقراض المتخصصة، مشيراً إلى أن الحكومة قدمت مشكورة، دعماً بقيمة 4 مليون دولار لتخفيف مخاطر الائتمان وخاصة للمشاريع المتناهية الصغر. وأضاف محافظ سلطة النقد أنه تم تخصيص ما قيمته 10 مليون دولار لتمويل المشاريع المتناهية الصغر، من خلال خمسة بنوك، بسقف تمويل 10,000 دولار للمشروع، وهذا يعني إمكانية استفادة ما يزيد عن 1000 مشروع بالحصول على تمويل بدون تكلفة وذلك لتشجيع تلك الفئات من نساء ورياديين لإنشاء مشاريعهم أو مساعدتهم على استمراريتها، مشيراً إلى أن هذا البرنامج يمَكّن المشاريع المتناهية الصغر من الاستمرار في دورة الإنتاج والحفاظ على فرص العمل. وبين المحافظ أن المشاريع المستهدفة تشمل تطوير مشاريع السياحة والزراعة والصناعة والخدمات وتكنولوجيا المعلومات والطاقة المتجددة ومبيعات التجزئة والمشاريع الأخرى التي تسهم في تعزيز دورة الإنتاج وتوفير فرص العمل، وتطوير مشاريع جديدة وخاصة التي يقودها الشباب والرياديون والخبراء وتشجيع إنشاء شراكات جديدة وإنشاء سلاسل الإنتاج. وأشار المحافظ إلى أن برنامج التعافي وتشجيع النمو الاقتصادي يشمل تمويل المشاريع الصغيرة بسقف 50,000 دولار، والمشاريع المتوسطة بسقف 150,000 دولار، والمشاريع الأخرى بسقف 300,000 دولار، وأنه لا يوجد سقف منح تمويل المشاريع الصحية والتعليمية ومشاريع التحول الرقمي. كما أشار المحافظ إلى أن سلطة النقد تعمل حالياً على إعداد برامج تمويل خاصة بمحافظة القدس والمحافظات الجنوبية تتناسب مع حاجة المستفيدين من أصحاب المشاريع وتعزز فرص توفير التمويل المخصص لأغراض السكن، وسيتم الإعلان عنها في المستقبل القريب. وفي نهاية اللقاء، استمع محافظ سلطة النقد إلى مداخلات وأسئلة واستفسارات الصحفيين، وأجاب عنها.
تحت رعاية دولة رئيس الوزراء الدكتور محمد اشتية، أطلقت سلطة النقد الفلسطينية واتحاد الغرف التجارية والصناعية والزراعية، وبرنامج الأمم المتحدة الإنمائي UNDP، الإطار الوطني لإسناد وتطوير المنشآت متناهية الصغر والصغيرة والمتوسطة "منشأتي" لتحفيز قدرة هذه المنشآت على التكيف وتعزيز قدرتها على الصمود والانتعاش. ويدعم هذا المشروع، خطط الحكومة الفلسطينية واستجابتها للاحتياجات الناشئة وتعزيز قدرة المشروعات الاقتصادية على التعافي بعد أزمة كورونا. وسيوفر الإطار الوطني خدمات دعم متكاملة للشركات متناهية الصغر والصغيرة ومتوسطة الحجم، بهدف الوصول إلى المعلومات التي تساعد في اتخاذ قرارات الاستثمار، أو طلب التوجيه بشأن تطوير الخدمات وعمليات الإنتاج لتلبية احتياجات السوق المحلية والدولية، وخدمات التسويق والإدارة المالية، وفرص التمويل، والخدمات الاستشارية القانونية، من خلال الانتشار في خمسة مواقع في غرف التجارة (نابلس والخليل وأريحا وبيت لحم وديرالبلح)، ومنصة افتراضية مرتبطة بشبكة كبيرة من الجهات الفاعلة في مجال تطوير القطاع الخاص ونخبة من الخبراء. وستقوم سلطة النقد بإدارة منصة "منشأتي" الافتراضية (www.monshati.ps) والتي ستكون بمثابة مركز معلومات للشركات متناهية الصغر والصغيرة ومتوسطة الحجم، لتلقي خدمات مماثلة لتلك التي تقدمها مكاتب المساعدة المحلية، بما في ذلك تقييمات المشروعات متناهية الصغر والصغيرة والمتوسطة الكترونياً وورش العمل التدريبية والإحالة إلى المؤسسات الشريكة، ولن يقتصر عمل الإطار الوطني على نشر المعلومات فحسب، بل سيقوم أيضًا بجمعها، من خلال تمكين أصحاب المصلحة من تحديث معلوماتهم، وهو ما سيسهم في تطوير خدمات مخصصة بناءً على الاحتياجات الحالية. وأكد محافظ سلطة النقد الفلسطينية الدكتور فراس ملحم، على أهمية قطاع المشاريع متناهية الصغر والصغيرة ومتوسطة الحجم في التنمية الاقتصادية، مشيراً إلى أنها تسهم بنسبة أكثر من 95٪ من النشاط الاقتصادي وتوظف حوالي 85٪ من القوى العاملة في دولة فلسطين، فهي تخلق فرص العمل وتحد من البطالة والفقر وتسهم في التنويع الاقتصادي والإنتاجي وتدعم صمود الناس. ويأتي ذلك في إطار التوجه الاستراتيجي لسلطة النقد المتمثل في تطوير قطاع الإقراض المتخصص والشمول المالي. وأضاف د. ملحم أنه من خلال منصة "منشأتي" سنكون قادرين على تقديم خدمات مالية خاصة للمشروعات متناهية الصغر والصغيرة والمتوسطة. كما شكر برنامج الأمم المتحدة الإنمائي على دعمهم وشكر جميع الشركاء على تعاونهم. وقال ممثل دولة رئيس الوزراء/ مستشار رئيس الوزراء للشؤون الاقتصادية عطوفة الدكتور شاكر خليل إن الحكومة الفلسطينية وضمن رؤيتها الاستراتيجية لدعم الاقتصاد الوطني وتعزيز الاستقرار الاجتماعي لكافة شرائح المجتمع، فإنها تولي اهتماماً كبيراً لتطوير قطاع المنشآت متناهية الصغر والصغيرة والمتوسطة، لما له من مساهمة كبيرة في التنمية الاقتصادية وإيجاد فرص استثمارية واعدة تساهم في خلق نهضة اقتصادية شاملة وتوفير فرص عمل في مختلف القطاعات الاقتصادية وتعزيز استقلالية الاقتصاد الوطني. وأكد الدكتور شاكر خليل على أهمية تضافر الجهود المشتركة بين القطاعين العام والخاص في تعزيز الاستثمار في القطاعات الإنتاجية، ومساعدة أصحاب المشاريع والنساء والرياديين والشباب في بناء وتطوير قدراتهم الفنية والإدارية، وتأسيس وتطوير مشاريعهم وتسهيل وصولهم إلى مصادر التمويل الميسرة. وأشار السيد عمر هاشم ، رئيس اتحاد الغرف التجارية والصناعية والزراعية، إلى أن الاتحاد يسعى لتقديم خدمات عالية الجودة لأعضائه والقطاع الخاص ككل. وأضاف أن "منشأتي" تقدم فرصة عظيمة لنا لتنويع خدماتنا والتأثير في تغيير السياسات لصالح الأعمال التي نخدمها، ولا سيما تلك التي تديرها النساء والشباب. وبدورها قالت السيدة إيفون هيلي، الممثل الخاص لمدير برنامج الأمم المتحدة الإنمائي إن الشركات متناهية الصغر والصغيرة والمتوسطة تشكل أكثر من ثلثي الوظائف في جميع أنحاء العالم وغالبية فرص العمل الجديدة، وتعتبر العمود الفقري للاقتصاد الفلسطيني. وأضافت قائلة "نحن فخورون بأن نكون جزءًا من هذا التعاون بين القطاعين العام والخاص والمنظمات غير الحكومية التي ستعزز الاستجابة الاقتصادية وتضمن التعافي المنصف والمستدام بعد أزمة فيروس كورونا. ويتولى إدارة الإطار الوطني لإسناد وتطوير المنشآت متناهية الصغر والصغيرة والمتوسطة "منشأتي"، لجنة توجيهية تشترك في رئاستها سلطة النقد الفلسطينية نيابة عن مكتب رئيس الوزراء، وبرنامج الأمم المتحدة الإنمائي، وعضوية اتحاد الغرف التجارية والصناعية والزراعية ووزارة الاقتصاد الوطني، وزارة المالية، المعهد المصرفي الفلسطيني، بال تريد، وبنك فلسطين. وستركز اللجنة على تطوير وتنسيق استجابات السياسات التي تدعم انتعاش وتمكين القطاعات الاقتصادية، بما يتماشى مع احتياجات التعافي والتنمية في المشروعات متناهية الصغر والصغيرة والمتوسطة. وقد حضر الحفل الذي نظم اليوم لهذه المناسبة، الدكتور فراس ملحم محافظ سلطة النقد الفلسطينية، والدكتور شاكر خليل مستشار رئيس الوزراء للشؤون الاقتصادية، وعطوفة السيد اسطيفان سلامة مستشار رئيس الوزراء لشؤون التخطيط وتنسيق المساعدات، والسيد عمر هاشم رئيس اتحاد الغرف التجارية والصناعية والزراعية الفلسطينية، والسيدة إيفون هيل الممثل الخاص لمدير برنامج الأمم المتحدة الإنمائي، ووزارة المالية، والمعهد المصرفي الفلسطيني، وبال تريد، والغرف التجارية، وعيادة المساعدة القانونية بجامعة النجاح.
